The law provides at the California Civil Code:


   3342.  (a) The owner of any dog is liable for the damages suffered by any person who is bitten by the dog while in a public place or lawfully in a private place, including the property of the owner of the dog, regardless of the former viciousness of the dog or the owner's knowledge of such viciousness.

This means that you do not have to show that the owner of the Dog, knew it would bite you, rather you just have to show you have been bitten.  Where this can get complicated, is when someone is renting a home and their dog bites you.  The question is, does the Homeowner, and their insurance company have responsibility for the Dog Bite?  You have to show, that the owner of the Home, knew the dog was dangerous or had a propensity to bite someone, before they become liable under the law.
